Honourable Joseph Ndayisenga is the Chairperson of the African Committee of Experts on the Rights and Welfare of the Child and the Special Rapporteur on Children on the Move. He is a specialist in psychology and education science. As Director in the Ministry of National Solidarity, Human Rights and Gender of Burundi Honourable Ndayisenga headed various policies elaboration and strategies such as the National Policy for Orphans and other Vulnerable Children (OVC), mapping and evaluation of the Child Protection System, the National Policy for the Protection of Children, the Document on Minimum Standards for the residential centres and the National Strategy for Prevention and Fight against Street Children.  

Honourable Ndayisenga is also the Chairperson of the Board of Directors of various institutions related to social protection.
